The indoor and outdoor possibilities are limitless!["Major duties and responsibilities include: Lifecycle Management (40%) Oversees the lifecycle management of non-expendable assets in the VA HCS and supported catchment area. Develops multi-year equipment/NX plans for the entire VA HCS and supported catchment area, utilizing advanced automated non-expendable planning tools. Participates in facility and VISN strategic planning, quality management of the equipment program, equipment replacement planning on a progressive basis, integrated with management budgetary plans and consistent with life expectancy of equipment. Utilizes performance improvement methodologies such as lean and six/sigma to improve the overall management of NX assets in the VA HCS and supported catchment area. Conducts analysis and uses intensive knowledge of NX assets to make recommendations about standardization opportunities to local, VISN and national standardization initiatives. Through subordinates, directs and oversees the lifecycle management of individual assets in the VA HCS. This includes, but is not limited to: Conducts short, mid and long-term advanced planning for new and replacement NX assets. Conducts data analysis regarding NX asset needs based on disparate data points including projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Participates in VISN and facility strategic planning to support major and minor construction projects, activation of new facilities, and reuse of existing space involving multi-million dollar projects. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment. Assists customers in the creation of acquisition artifacts in accordance with the Federal Acquisition Regulation (FAR) and the VA Acquisition Regulations (VAAR) for competition and formal advertisement. Conducts procurement review, analyzing quotations received from vendors and recommends awards using the "best value" approach utilizing factors such as lifecycle, price, payment discounts, shipping costs, delivery times, and specifications in order to make recommendation of award to the vendor that offers the greatest advantages to the Government. Reviews and reports back to Fiscal Service on listings of delinquent payments and receipts of equipment purchase orders. This involves liaisons with procurement officials to correspond with vendors to resolve these issues. Supply Management - Inventory Management & Control (30 %) Oversees the management and control of non-expendable equipment for a VA Healthcare System (VA HCS) and supported catchment area. Implements best practices, principles, tools and concepts to evaluate and improve supply system performance. Develops strategies for implementing all future NX automated replacement systems, supply technologies and/or business practices related to Material Management Section functions. Manages the equipment/supplies loan program, Equipment Test and Evaluation program, Revocable License programs, delivery distribution, storage, transportation, mail center functions, warehousing, and coordinated management oversight with finance, acquisition, and monthly reconciliation of the General Ledger Accounts. Monitors and manages multiple equipment fund control points, providing status of equipment funds to the Assistant CSCO and CSCO, ensuring continued operation within authorized funding, and controlling status of items on the annual equipment plan. Supervision (30%) Supervises employees from separate but interrelated units comprised of the Property Management, Warehouse, and/or Mail Center and/or Transportation sections.
